State and Federal Law mandates background checks for sensitive jobs such as teachers, doctors, law enforcement personnel, etc. The California Department of Justice (CalDOJ) is responsible for performing these background checks and reporting the results to the applicant agency.
CalDOJ is responsible for notifying the applicant agency in the event that one of their subjects is subsequently arrested. It is critical that this information is reported as quickly as possible.
Due to the critical nature of the information, timely notifications are critical.
SolutionAn automated system was implemented to generate appropriate form letters to all interested applicant agencies. Notifications are driven by the receipt of arrest data.
Initially, all letters required manual review and approval prior to sending. This was later determined to be unnecessary, and the system was fully automated for all but exceptional conditions.
The Subsequent Arrest Processor was later enhanced to generate follow-up notifications when court disposition information becomes available.
This is a typical client/server-based application where the server performs background queue-based processing. The client application provides reporting and manual review functionality.

Applicant agencies are now automatically notified immediately after the arrest or any subjects they have an interest in.
